Land Swap Vote This week after a public hearing on the subject, the Gloucester City Council voted 8-1 in favor of approving relief from Article 97 land protection for Mattos Field, in order to transfer the use of the land to the School Committee to be used for the location of the new school building. In exchange for the land at Mattos Field, the City will commit the current East Gloucester School site to becoming protected open space for the community. Notes from School Building Committee Meeting- Feb. 13, 2020 The School Building Committee met on February 13, 2020, at Veterans’ Memorial School. The presentation from Dore & Whittier, the project designers, consisted of the latest version of interior floor plan adjacency changes, review of interior spaces, site plan updates, and a presentation from the Traffic Consultants, Nitsch Engineering. Click here to view Dore & Whittier's full presentation from 2-13 Dore & Whittier presented floor plans of the interior space which now shows the music room and performance space on the second floor (moved from the first floor), with the purpose of adjacency to the gymnasium with performance space now part of the gymnasium. The stage is proposed to be elevated with an ADA compliant ramp. Additionally, the gymnasium is now designed to provide for some sideline seating for spectators after feedback from the West Parish School building. Chairs will be stored in a closet off the gym. Finally, D&W presented illustrations of some of the interior classroom spaces. Dore & Whittier presented the latest iteration of the site plan which included ideas for outdoor play areas, and separate entrances onto the school property for bus drop off / pick up and car drop off / pick up. Currently, there is little to no on-site drop off or pick up on the school property. The latest site circulation plan allows for 63 cars to queue on the school property for afternoon pickup, and 37 cars for the morning loop drop off. Traffic Study Nitsch Engineering explained the methodology used in the traffic study conducted in early October which informed the latest site circulation plan. Included in their presentation was a simulation of parent drop off and pick up. Nitsch Engineering provided recommendations to mitigate traffic issues such as considering adding a left-turn only lane south-bound on Webster Street, among other recommendations for pedestrian traffic.
